What happens if a feudal ruler is left with only tribal holdings?

What the title says. Basically wondering if there's ways to go from feudal=> tribal in the game system, under 2.4.5 or current patch.

They would remain feudal.

I believe the only way to do this would be to grant your heir a tribal holding, unless that to was removed.

Seems not to work. They stay feudal even with the tribal primary holding.
