What happened to the conquest of Delhi?

The mission to conquer Delhi almost was always available to the Timurids right at the start but now it's, well, not. This is after a couple of restarts to double check. Did I miss something in what triggers the mission being changed?

Need to be Timurids and border Delhi. It's more common in later years too.

You can declare war on Delhi and then you get the mission. It'll take you two wars though, so watch out that no one else takes one of the required provinces or you lose the mission when Delhi doesn't exists and you don't own all the provinces.
