Does the fleet power number indicate just the quality of the ships themselves in a vacuum (pun not intended), or does it include other empire factors like bonuses to fire rate and weapon damage? Does anyone know?

It would include those bonuses, based on anecdotal evidence that as you gain more percentage modifiers, your fleet power tends to increase. Can test this by building a fleet, writing down the fleet strength, and then grabbing a strategic resource.

So if it says my fleet strength is the same as the local fanatical purifiers, it should actually be an even fight? Good to know.
