I've been playing around with test games as USA fighting UK, and I'm trying to figure out what makes the AI tick, so to speak. I initially went to war with UK using the Liberate Country CB for Canada, but I put off actually sieging Canada because in the POPs of Darkness mod, there's an event that adds Canadian cores in Quebec, but the event only fires if Canada and Quebec cores are 100% controlled by UK, so I wanted to wait for the event to fire before trying to siege Canada itself. I managed to get Warscore to 1% via battles, so I was able to add Place in the Sun I had justified for Maritimes and Dutch Leeward Antilles -- I quickly sieged them, but their Warscores were not very high even with TWS, compared to the Warscore required for liberating Canada -- not only did UK with 77% War Exhaustion refuse to consider any sort of deal (even for just Maritimes, which I had the Warscore for, the Netherlands wouldn't take a separate peace for Leeward Antilles, which I controlled. Eventually I wanted to see what would happen if I just went after Canada without Quebec, and started sieging that around the time the UK's War Exhaustion hit 100%. At some point, after several years of war, the UK's allies suddenly started suing for peace -- the Netherlands offered me everything I wanted, and Belgium signed a white peace (since I had no Wargoals for them). Then UK offered me all my Wargoals, even though my Warscore was less than the Wargoals they were offering. I decided to find out how far I could push it, and added Liberate Country for Bengal (another 30 Warscore, pushing my total near 100 but not over) even though I had no hope of occupying it -- UK agreed, even though my Warscore was 67. The Military Strength scores were still 36 to 227, in UK's favor, and yet they utterly capitulated.
So, it seems that at some point the Netherlands, Belgium, and UK AI's all made the same decision to throw in the towel at all costs, but I am not sure what factor(s) ultimately proved decisive. Was it getting control of all the target provinces in Canada (even if TWS hadn't given me enough Warscore on paper)? Was it more a case of the UK refusing to deal because they could potentially get TWS (they never did) for me not controlling Canada within the time required? Was it the UK hitting 100% War Exhaustion, with almost all of Ireland at 9+ Militancy? Was it hitting some milestone for war duration, such as 5 years, and do allies refuse to consider a separate peace for some minimum amount of time, but after 5 years (or some other length) they're free to cut a deal? Or did it have to do with the UK losing Prestige for me sieging/controlling (I forget if it is sieging or controlling that gives a ticking Prestige penalty) their colonial provinces, so they decided to cut their losses?
