I seriously doubt HOI4 is going to get as many DLC's as EUIV. Probably less than half.
The basegame won't sell as much because:
1) game is pretty complex (we might love it for this, but not most people)
2) will probably be released very close to Stellaris, which seems to be more popular already
I disagree, there's always improvements that can be made, and I think if anything, HOI4 will be one of paradox's most popular games. WW2 is a very popular genre. Heck even HOI3 despite all it's flaws is one of paradox's most popular games.

For HoI it's hard to see what's missing until I see the game. There probably will be more national trees, but PD usually don't add something like that without new gameplay features.
Right now I'd like to see more personalized ministers and generals, with individual habits and ambitions. Like "Rommel was drunk during landing in Africa and fell of the ship" events, so you could go full "Neeeeein" over them.

I swear I saw screenshot with something like this already. Perhaps they could enhance it to tanks and other stuff, though combat mechanics will probably need a rework, so stats of individual brigades would be more important.

I think that might be the XP 'upgrade' you can apply to ships I'm not sure how much room there is with the initial class being laid out, there's a lot of question marks around some of the core of the game so it's hard to say how it'll turn out.

I see someone already mentioned the Sunset Invasion :) I used to have the habit to buy all DLCs... Well, not anymore :)

The DLC I hope for are:
  1. OOB - better version of the one in HOI3
    1. Corps/Armies/Army Groups at least
    2. Attachment to these: corps attachment can provide support to all divisions within corps etc. AI decides where it is needed at any time. Or just a flat bonus for all divisions within corps.
  2. Flat (topograhic) map / counters → a map that look like a map and counters we all know from most war games
  3. New supply system / fuel
  4. A "normal" cabinet - where you can appoint ministers in different positions
  5. A cold war → modern times scenario would be awesome as well (Then I woulden't even mind the neon-graphics of the game)
  6. Symbols DLC (German symbols instead of NATO etc)
  7. A fix to the volunteer mechanics, where volunteers are actual volunteers. For instance, if playing USA or any other democratic country, a certain percent of your manpower can go missing from USA and from regiments in Spain... Spain then group these volunteer regiments into divisions themselves. Same with SS - get volunteers from occupied and other european countries. Also it would be nice if some occupied country that goes into exile, managed to escape with some of the manpower to an allied country and would form new regiments there (again that country could groups these into either seperate divisions, or into other divisions)
I would also buy DLCs which expands nationals goals for other nations (at least European nations), but I will not buy any "crazy" stuff again, nor will I buy any "uniform packs" and whatnot. I hope for a mod that let us remove the toy soldiers from the map.

The best DLC would be a modding pack with modding tools and information on how to properly mod the game. This basically would create even stronger modding teams that could throw out amazing mods spawning since world war 1 to modern times.

Some HoI4 abstractions are just to abstracted for my taste, so all I hope is that I can mod the game extensively just like I did with HoI3, then I will buy HoI4.

Haha.....awesome mod buuut I would like something a wee bit more realistic.

The German Empire surely will not have the willpower to muster enough forces to interfere in Asia, the population will go berserk after what they went through in the Weltkrieg.
And the fall of UK to Syndicalism is pushing it.

Awesome mod none the less and you can bet that there will be people porting it. :D

The SS are well known to have performed abysmally.
The support of the SS by the Fuhrer hamstrung the Wehrmacht.

The SS was not an elite guard or super-soldiers.
They were a political symbol with about as much tactical value.

The SS was some kind of militia, that suppressed the people who opposed the system. They were some kind of private police of the NSDAP and thus not 'official' (=part of the power of the country).
