Just got the message "We no longer get the effects from Unternehmen Barbarossa" - what does that signify?

When you first invade the Soviet Union (I believe you need to complete war with the Soviet Union focus) you get a bonus/ticking timer called Operation Barbarossa that gives you some combat abilities for the first few months to simulate German early successes and encourage you to play aggressively. You need to get to the AA line to complete the mission
