A: National commerce income modifier
B: National population growth
C: Civilisation value
D: Pop happiness
E: Tyranny
F: Or others?

Then Commerce Income / Export Income
Then Corruption Reduction
Then Pop Growth, Civ Value etc.

Through office jobs, it means higher political influence generation.
Through governors, it means higher province loyalty.
Overall, it means more viable options for appointing characters in sensible positions.

Take the monarchy law that increases assimilation as say selucids and you will see persia turn greek super fast.
