What does some of the cheats do?

There are some cheats that I don't understand.
What does the following do?

DIFRULES - Play like a God (toggle)
FULLCONTROL - Total Control
MANPOWER - Get Manpower points (How come my manpower don't increase when type this?)

Can someone enlighten me?

I have no idea what DIFRULES does exactly.
But IIRC, FULLCONTROL allows you to control all armies and I guess MANPOWER wouldn't work if you already reached the max allowed level.

Difrules make your divisions fight "win or DIE" instead of "win or be defeated".

Manpower gives you full manpower.

fullcontrol doesn't work in victoria, atleast when I tried it
