I haven't actually played HOI in 2 or 3 months but I remember I used to overload my production and tech so its always red and put reinforcements and upgrades at partial need and then you almost never need to adjust the sliders. Just leave them like that and you get 100% production efficiency with almost 0% micromanagement. :)
