There is a decision for Monarchist Germany that claims something about air safety, and increases production costs by 5% for all aircraft, but I can't find any reference to what the good part is. The timed idea just increases air production costs by 5%, and sets a flag about air safety, but nothing in the tool tips tells me what the decision does. The WIki has nothing, either. On searches it comes up on the Formable Nations page, but damned if I can find it there. There doesn't seem to be a section for Monarchist Germany.

Np. I just don't recall it being there when I first tried the German monarchist path back when WTT first came out. Back then I thought Curacao might be good enough for Our Other Place in the Sun, but it wasn't.

I realize it wouldn't be much of an Easter Egg if they put it in the tool tips, but there should be another benefit from the Air Safety thing just so others might try it - like much less training accidents. That might be worth a 5% increase in air construction costs.

I had to abandon that game anyway. I went down the path to try to join up with the British - recognizing their naval supremacy - only to learn that if they don't have a faction, then you join nothing. If I could form one, that would likely work, but where I was the Germans couldn't. The British AI had taken the "Change In Course" and also had forced through the issue about Edward marrying Simpson, so the Allies were no more and the British were on their own.

There's a bunch of tool tips that could use cleaning up. The alliance with the Soviets you do after Army renovation [the first army focus] gives a very specific ahead bonus for the Pz3, yet the tool tip just says "medium tank". It was already 1939 when I got to that, which means the bonus was useless.

good for forming HRE. Useless for literally everything else. Especially if you're not playing the monarchist path or any other nation.

I recommend changing it after victoria becomes leader

Yeah, it probably should do something, especially since it's only there as a starting point of an easter egg that's not even supposed to be an obvious alternate path; So it becomes just another button clogging up your decisions list for no reason if you don't know about Kaiserin Victoria or just won't go that route. +Reliability for planes? -Air Accidents Chance? Less Weather Penalty? +Ace Generation Chance and Air Wing XP gain (Stricter safety regulations would probably mean less pilots killed)? There's lots of options here.

It's also not absolutely necessary to get Victoria. All you need is the Hindenburg to not explode, and there is another way to do that. As long as you are at war between May 1937 and May 1939, the Hindenburg event won't fire. I once saw a Youtube video where a guy kept Hitler in power until 1940 and spent the first 4 years eating Europe through manual war declarations (instead of NF) just to stay at war through 1939. Of course, Sharpen Air Safety Regulations is a much easier way of preventing the Hindenburg from blowing up, but if you want to skip the +5% production cost and get a head start on the territory you'll need to form the HRE, it is a thing you can do.

During another playthrough, I hit the button just to see if anything beneficial occurred as they have things tucked away in all the code that we still know little about. I barely noticed the cost increase - not like I'm counting the planes coming out of the factories - and as far as accidents... Same. If anything, I think they got worse. I could always count on a handful of units to loose a plane or two training, but it seemed like more were being lost. Then, I just got my rig upgraded, so its running a lot faster. A lot more happens in five minutes or so than what I was used to.
