OK, so you probably mean that you have a non-austrian ruler but an austrian heir...?

To be honest I expected that primary culture would change to ruler's culture. Perhaps it should do so only if it's already accepted? Or perhaps ruler culture would be taken into account for country formation requirements?
Maybe that's the CK2 player in me talking!

Technically I think Homo sapiens habsburgensis is a subspecies.

As far as culture goes, the European royalty and upper nobility had more in common with each other than they did with commoners of their own country (e.g. there were periods when a large proportion of them were effectively native French speakers). In game terms, it makes sense for them to assimilate to the country's culture for the most part (perhaps with a chance of foreign first monarch of that dynasty, but certainly any subsequent heir born in the country would have the country's culture).
