"Historical" and "Event" leaders. Historical does what it says (IMO I wouldn't recommend it if your playing a minor) and event - not so sure
Event gives them by event, however it was not included. Only the abiity to create events by modders was included. I am still the only one that has created any.
 
NA is very much worth it. In my opinion, it completes EU3. Also, it makes modding the game much easier, which leads to NA compatible mods being chuck full of content that would cause some problems in EU3. Do not download 2.1 unless you plan on using mods though ;) :D

Countries without QFTNW will not see provinces explored until 200 years after someone in their tech group discovers them. Look at the number of countries in the NW, you should see a difference after a while.

I think I remember them though. There are 5 new ones, 1 for each category. To get them you need Gov. tech 45, since they are revolutionary themed.

1- Increases Army Discipline by 25% (Discipline is new to NA)
2- Decreases Naval tradition by half
3- Eliminated all different religion penalties in your provinces
4- Gives you CB on any government type different, by different I mean if it is a revolutionary government or not a revolutionary government.
5- .....I forgot, maybe I will remember later.

Naval Provisioning reduces naval attrition by 0.5.
Napoleonic Warfare increases discipline by 0.25.
Improved Foraging reduces land attrition by 0.5.
Liberté, égalité, fraternité eliminates religion penalties.
Revolution and Counter-Revolution gives CB on other government types (or just removes the no-CB stabhit like Deus Vult; not sure which).
 
I think the Revolution and Counter-Revolution removes the -1 religion and -2 stab hit when:
1. You are revolutionary and declaring war on a non-revolutionary
2. You are non-revolutionary and declaring war on a revolutionary

You mean the event in the "westphalia" file?

All that does is generate cores for Westphalia. Not really "unifying" but rather, spawning.

It isn't a tag change, just gives you cores so you can release them.

Unless there's another event I don't know about.
