Go with the map:
- We're all map nerds at heart. There's nothing I liked more than my EU2 map with the shields around it
- Reference materials for POPs, etc. can be useful and is akin to those uber cool fold-out maps for RTSs such as AOE that showed development of industries and buildings
- It's good for your brand, because the occasional dude will hang the map on her/his wall (think dorm room) so others can see it
- The manuals on the other hand are quickly outdated and while well-written aren't as easy to reference as Wikis
