The 61k number next to money. Manpower? It would make sense being a Paradox game. But then again, those do not look like soldiers. Population? Hardly. They are already displayed in the provinces as a number abstraction, just like in EU: Rome. I'd say it's manpower regardless of its looks, but I'd like to hear more ideas of what it may be.

I'm going with that too. But it surprised me that they looked civilians and not military. But then again, it may really be population and from that pool you get the numbers for your army and for other stuff as well. Like colonization, etc.

If we take a look at the area that rome controls in that screenshot, there is no way anyone can convince me, that there is enough population in that area to field 60k soldiers.

That would be 10 entire legions. Nobody can seriously tell me that a roman empire with THAT size can field 10 legions.
No way, that's not manpower.

Good point. I hadn't thought of that. But maybe the game isn't built historically. Just like EU4. Do you seriously think england had those armies? There weren't standing armies for a start. So maybe here its the same and they decided for gameplay reasons to have massive armies and manpower. But I don't think the game is like that so Im on your side and I think its a citizen pool for your armies and more stuff.

No way, that's not manpower.
And in another screenshot, we can see 35k of Roman soldiers already in the field, with more 65k manpower that's would be an army of 100k, it's really hard to believe that Rome would have the possibility to create an army with 100k soldiers so early in the game.

Maybe citizens are used for more than just recruitment material in this game?

Well, I don't know if you ever played EU:Rome, but you need population to settle on barbarian uncolonized provinces. Once the bordering province had X number of pops, some of those were taken to the next to colonize it. Maybe this citizen pool is used for precisely that as well. You need a citizen pool to send settlers (5k for instance) to settle a province.

61,000? The Etruscan monarchy was overthrown 59 years before this start date, and according to Roman tradition the first ever census was held immediately. It is said they counted 130,000 men, women, and children in the city of Rome and Rome's territories. So it's free adult male population. I presume we will be using them to raise armies, fleets, and to settle colonies.

Also do not forget the fact that the game is still far away from release and the dates, army sizes and any other numbers do not necessarily need to be representative of what will actually be happening in the game. Someone might have just spawned a bunch of things and set certain date to take an interesting screenshot for showcasing purposes.

I'm going with that too. But it surprised me that they looked civilians and not military.

The thing with manpower is those people aren't soldiers yet. When they become soldiers, they're removed from your manpower.

That would be 10 entire legions. Nobody can seriously tell me that a roman empire with THAT size can field 10 legions.

Well, it's a screenshot of a game in alpha stage. The numbers don't have to make sense yet. Developers build cheats into their games to test various systems all the time.

It is most likely Manpower.

And manpower in Paradox games depicts free adults strong and fit enough to take arms, available for employment by the military.

Secondly, it also represents reservists soldiers of your nation. In this theory, these men are already soldiers, you are simply "mobilizing" them into action when you "recruit" them.

The only exception is HoI games, because modern world population is too large and military training too diversified to depict manpower as raw numbers. So they are depicted as manpower points instead.


That said, I really hope there is a quality VS quantity mechanism so that I can create strong well-trained armies with at the cost of heavily reduced manpower as Sparta, or raise huge tribal levies as a Celtic faction.
