That seems like it would be very cool if the goal was to make Byzantium a T1 country.
If you think about it, the Byzantine Empire was (at least in its heyday) an 'empire' with a stronger tradition than HRE.
Yeah, they didn't even really call it Byzantium, at the time they just straight-up called themselves the Romans, and their neighbors called them that too, despite the lack of any actual Rome in their empire at the time.

It is said that when the monarch dies, a rebel claiming the throne will 'inevitably' arise.

(I think) The Paradox development team also considered it, but it seems to have been omitted because the reward is incomplete or the penalty is too strong.

This would be an extremely fair and plausible penalty to the reform tbh, they shouldn't have commented it out.

hmm. Maybe we can refer to HRE or Ming.

Those two countries are having their own good times in 1444 (of course), but they are not Byzantine.

Why not create a dedicated reform panel to encourage players to reform (like HRE)? Instead, unlike the other two, you are in a state of misery and ruin right from the start. (Things like reduced manpower recovery, reduced taxes, decreased trade power, expensive interest and increased national discontent)

The reform cost increases each time you restore the territory of the Roman Empire, and you get a reform cost each time you complete additional coring.

At the beginning, when the monarch dies, the stability is always -2, but when Greece recovers, it recovers to the level of other countries, and then proceeds with reforms to get additional effects such as CCR / military combat power increase / AE reduction / Things like parliamentary activation / absolutism rising and act / Provinces that have converted to Orthodoxy are regarded as accepting cultures. (I didn't think about the balance.)

And if other Orthodox countries restore Byzantium after the fall of Byzantium, they can use this panel as it is.

If you think about it, the Byzantine Empire was (at least in its heyday) an 'empire' with a stronger tradition than HRE.
If the developers are really determined, I don't think it would be strange to give them an Empire Reform panel.
This is an excellent idea.

I feel like it should be "The Imperial Government of the Empire of Byzantine Empire". Lost opportunity.

This is good, except the bug where an alert keeps telling me there aren't enough seats, because I need 8, but only have 8. Unless the "province demands a seat" event has fired, then it says "you need 8, but only have 9".

As a chronic Byzantium player I love the new Byzantium content, even if I don't think it feels quite right.

Given the number of new units and special military reforms/doctrines/etc in this patch, I'm slightly surprised they didn't add Byzantine/ERE cataphracts or something about the Theodosian Walls.
They add smatterings of content because they know people play Byzantium, so they have to, but IIRC, they don't see it as anything more than a footnote in the EU era, so they also tend to ignore it or just do the bare minimum.
