It might be okay. With the amount of cheese available now, Stellaris is heading toward the path of the old Master of Magic:
It is simply so many ways to acquire powerful combos that an attempt to balance everything is futile. So we just pile on new rewards, and the game question is not IF you can break the game, but HOW. It is kind of fun in it's own way.
(This also work well with Paradox's DLC model. Just add more and more stuff! Too much micro be damned)
