I have been planning on asking a question regarding rocket test sites, so this seems like the perfect opportunity. I've read the wiki, but I want to make sure I'm clear on this... does it make a difference if you have all your rocket testing 'sites' in one province/facility, vs. dispersing them around a bit?
The reason this came up, is because in my (current) first GC game as Germany, before playing I noticed they put the testing site in the Rostock province (from taking a glimpse of the 1944 scenario). Faithfully following the example, I did the same in my game. Then, something just didn't look right to me. I could have sworn Peenemünde was further east - almost over by the Oder River. I went to Google maps, and sure enough, the place is actually even EAST of 'Stralsund' - the province just north of Berlin.
So, now I'm ticked off. I've got rocket facility level 2 in Rostock, but I wanted to build (probably) a level 3 facility in Stralsund, and be done with it. And no, I'm not going to edit the save (principle of the matter).
So anyway, the wiki talks about 'level X facility'... but does that mean it only applies if the test site(s) are all in one province?

Umm a bit of a noobish question I've got: Does building the picture of the rocket on the runway (there's a couple of them and there in half I think) make a test facility or an actual rocket?

Test sides are in a seperate folder under rockets, just besides convoys, escorts, aa, radar and reactors. They cost MUCH more.
