what do people mean by `splitting`

I hear it said often, particulalry, as im specificxally interested in, encouraging emmigration to your colonies.

But what do you mean when you say `splitting` pops, and how does it help populate your colonies?

When a POP has a certain size(40000 or higher) is it possible to split the POP into two POPs. One POP gets 3/4 of size of the orginal POP while the splitted POP gets the last 1/4. It is possible to continue splitting the POP as long as it is sufficiently large. The way this can benefit emigration to your colonies is that you can split your POPs so much that you fill up all the slots at your provinces RGOs(province resources). This will make the POP look for work elsewhere and possibly move to your colonies.

Only possible in Revolutions though. In regular Vicky POPs split automatically when they reach 100k.
