Here's my take on DLCs. Most important features designed/useful for all nations/religions are listed:

Must have:
Art of War
  • Thirty Years' War
  • Revolutions
  • You can use subjects' casus belli
  • Client states
Rights of Men
  • Consorts and Consort-Regencies
  • You can abdicate
  • You can develop provinces of subjects and build buildings in them
  • Great powers
  • Debase currency

Really worth it:
Common sense
  • Subject interactions
  • Government ranks
The Cossacks
  • Favors and trust
  • Selecting places of interest
  • Ability to grant provinces and claims to vassals (probably requires Common sense)
Cradle of Civilization
  • Army Professionalism
  • You can convert subjects' provinces
Everything else - depends which region you'd like to play or if you really like some feature introduces in the DLC like Ages and Golden Eras in Mandate of Heaven.

Well it all depends on in which region you want to play. If you're going to play Far East Asia you'll want Mandate of Heaven, if you want India then I guess it's Dharma. If you prefer playing in Europe you have number of DLCs like Emperor or Rule Britannia.

When I started buying DLCs I did so firstly on a discount but also on the fact in which region I plan to play.

Why would you miss out conquest?
Conquest of Paradise is shallow compared to other DLCs and what it contains is not crucial for me. I don't mind not being able to play colonial nations or play with random new world (although it's helpful in one tag and one faith runs). And there are mechanics for NA natives which, again, are not crucial for me (I just find Mayas, Incas and Aztecs more fun to play) and additionally from 1.31 patch you have Indian megacities which are controversial at best.

If you are going to do alot of exploring in this game then EL Dorado is a no brainer. Let alone if you want support independence or playing as a South American faction. But it's hard to play without the auto explore function.

I only play eu nations + turky and russia etc. and try invade as much as africa asia and americas as possible.
In this case I propose:
Emperor - Europe, HRE, Catholics, Hussites, more depth to Reformation
Cradle of Civilization - Muslims, Turkey, but also Arabia and Timurids and Persia
Third Rome - Russian nations and Orthodox

And maybe, depends what you like:
Rule Britannia - British Islands, Aglicanism
Golden Century - Iberia, but also North Africa and pirates arrr
Res Publica - republics, Netherlands, Commonwealth (elective monarchy)

Since I usually buy the dlcs when they are released, I never realized how many there are. No wonder any change to the code can cause so many problems. I’m impressed that the game runs as well as it does. It must take a lot of work to get things to work properly.

You could also pay for Paradox's new obnoxious subscription model that gives you access to all DLCs for a monthly fee. I haven't looked at the numbers, but probably you'd need to pay for it for quite a few years to reach the actual price of the DLCs.
