I bought ths game on release and haven't played it for months but want to take it up again.

I suggest Back to the past. It features non-futuristic vehicles from CiM1 and I usually use all of them. Unlike Bus mania, where I use only one bus from the DLC, because I just "cannot live" with one doored buses :D. The metro one is not so bad, but I miss the rear parts of trains (which CO promised to fix, just like the capacity of Ness Translink from Trekking Trolleys and didn't fix it in the newest patch :().

Shame you missed the Christmas Steam sale, since all DLCs were 75% off I believe. But I recommend Back to the Past as well, if you want some nice looking vehicles. Unless you do like the whole futuristic thing, then really any other will do, depending on which transport mode you like the best and use most often. Olden Times also has two nice trams, a nice trolley, a nice waterbus and one okay bus, but the other one is uglyish. Of course it all comes down to personal taste, so take a look at the them all and decide what you think looks the best. You can't really go wrong since none of them change anything in the game, they're mostly just cosmetic. Yeah some stats are different here and there but not so much. Also keep in mind that the DLC Tram Tremors can only be purchased from the IG store.

Simple, just get the ones with vehicles that attract you the most.

The only DLC that actually has a new feature is the metro one as it allows for new metro trains with variable length (which you get to configure at the timetable).

As for the buildings... well, if you need to "cheat" by adding a super-magnet building you can get some of those. I believe it's worth going to the in-game store to check them out as some buildings are free - or were free a few months ago.

I guess Sn3ipen meant the timing with buying all the other DLCs right before the sale ;)

Yes, thats exactly what i did, but i am not complaining so much anymore because i am having fun with the game and you cant get much better than that. :)

6 months after I purchased the game, I noticed there is an in-game store as well.. and it has a tram pack (which doesn't seem to be on Steam), but like with the other DLCs the descriptions aren't exactly good. I'd just like to see the 'stats' for the different vehicles in the different DLCs - does such a thing exist?

I'm happy to pay for DLC, but not if they just write "pay €5 to get these 5 different nice vehicles".
