Only Normal, i have played this game for 3-4 years and refuse to play any other difficulty as i find flat bonuses/maluses immersion breaking, if difficulty actually had an effect on the AI i would play Hard/Very Hard.

Kinda. Huge manpower provinces tend to have huge LS. But not always. I am (almost) sure, Oxford is such an example. The other thing are provinces on another continent. If I remember correct, LS has a very harsh penalty for oversea, resulting in (almost) no LS at all, even if cored. On the other hand manpower has only a (I think) 50% penalty.

In fact, if there are manpower penaltys in very hard, it would change the overall situation drastically, because all in sudden, GB would suffer more from manpower problems. Also going China to get manpower would no be a good move any more.

If I remember correct, LS has a very harsh penalty for oversea, resulting in (almost) no LS at all, even if cored. On the other hand manpower has only a (I think) 50% penalty.

Found that in the static_modifiers.txt

overseas = {
local_manpower_modifier = -0.75 #75% penalty on manpower.
local_leadership_modifier = -0.9 #75% on leadership.

In fact, if there are manpower penaltys in very hard, it would change the overall situation drastically, because all in sudden, GB would suffer more from manpower problems. Also going China to get manpower would no be a good move any more.

Naturally that can be tweaked (in single-player) by editing the map connectivity files, to create "Impassable" connections between GB and the continent, or between Japan and China... to allow manpower to flow freely between them.

Nowadays, I play only on HARD.

Customized, to give some of my AI opponents more IC, some more ressources, all of them more leadership, manpower and various advantages (through mods).

VH is pointless in my opinion.

With -40%, aircrafts are pretty much useless. GER can deal with it (but completely removes an operational layer from the war, which is unfun to me), but JAP can't. Carriers might as well stay docked, and since JAP is all about carriers, well...

I used to play on Very Hard, but now I only play on Normal. That is because I used to control the forces myself, but lately I have found it more fun to let the AI control all of the military, and then VH was too hard. Might try Hard later though.

One thing that was too easy on VH was trading though, the AI had so much resources, that trading actually became easier the harder difficulty level you choose.

I use to do normal until I became good. Now I only do hard. I play with the AI managing my armies (aint nobody got time for that) while I focus on efficient research and building stuff. I have won with Germany (handful of times) and Soviet Union (almost everytime) on hard. I have only managed to survive as the Soviet Union on very hard. I basically just held off the Germans until USA landed in Europe. Germany was still neck deep in Russia when the Americans reached Berlin, they were my only hope.

Initially Ger was advancing as they had far better armors. But then one british militia appeared at the spanish border. So HQ deemed wise to send back all the panzers to deal with it :

i modded AI production and research to be more challenging and spam one or two types of units. in normal. why should i be penalized for nothing, am i right? if developers wouldnt be lazy asses they could have actually add some better AI instead of lazy ass penalties.

i have my own things going on. studying and stuff ya know? but when i cant mod the combat AI in game, it gets on my nerves. supreme ruler for example, fully moddable AI. but this? not a chance. everything in EXE. WHY...
