What determines whether Satellites are released as Primitive, Uncivilized, or Partially Westernized?

I was playing around with releasing uncivs from various countries, and I noticed something strange. I was aware that the game files call out whether a particular country tag is civilized or uncivilized. But when I was releasing uncivs, some of them became Primitive Nations while others became Uncivilized. Since they were both on the same continent and released from the same country, it obviously isn't a function of the country releasing them or what continent they're on. Also, I noticed when releasing civilized Satellites, that they got different amounts of starting Prestige -- I am wondering if it is a function of how many provinces they get. If so, then I'm wondering if that's how it works for uncivs -- the bigger they are, the higher their starting Westernization level.

Civ/unciv when released is a function of the game files for each tag. Cuba is a colony but releases as civilized.

And my question isn't why are some released as civilized and others uncivilized, but for uncivilized specifically, how does the game decide if they start as "primitive", "uncivilized", or "partially westernized" -- all of which are actually uncivilized in terms of how rules apply to them, but the different descriptions reflect how close they are to becoming civilized. How does the game "know" that one should be primitive while the other is partially westernized? The only thing I can think of is that it is based on the number of provinces, and that is consistent with what I've read that the best way to get an unciv to westernize is to help them annex territory.

Right, that bit is determined by what percentage westernisation progress they have, which is determined by the reforms they've taken, which are set out in the country history file.

Oh I get it now. OK, I'll have to confirm that when I'm at my gaming computer.

So, if whether they start as primitive, uncivilized, or partially westernized is determined solely by things hard-wired in the game files, that means it doesn't matter which country releases a given country, or what year they are released -- so if I want to release those countries and help them westernize, I'll want to get them released as early in the game as possible?

I think so. Normally, a civilised nation released will have the same techs as the releaser, but I don't think this applies when the released isn't civilised.

The only way you could "help" him westernize, is kill his rebels for him. There is no real way to actually help, as far as I'm aware of
