Hey, I hope this a simple question. Searching yielded nothing on the subject.

My question is, why are my newly captured CoT's (e.g. formerly rich Liguria) dropping from 1000 trade value to <200? I took it from Milan, which owns most of the valuable provinces that formerly traded there. Don't tell me they're petty, and just because I took their most valuable core province by force they refuse to play ball now!

How can I convince even just the rich adjacent provinces to trade in Liguria again?

EDIT:
Ah, embargo has that effect. I thought it was just about the merchants..

Funny thing happened - when my pragmatically pacifistic ("Don't start wars, but finish each one decisively.") Portugal had enough of war mongering Milan and Burgundy embargoing her, geared up its full war machine raising a 100 000+ man army and declared a trade war, Great Britain (a substantial power in its own right) dropped its long-standing embargo immediately, increasing the value of my Havana trade center.

I know there will always be AI problems in a game such as this, but it definitely pleasantly surprised me here.
