Although I like the tip you mentioned. I hadn't make the connection between province tax and # units yet. :)

The thing I wanted to know, however, was not what determines the #units to build in one order, but the manpower value that is also listed for each province, and which determines the total #units that are added to the construction pool each year (ie. the manpower number in the upper menu bar)

As noted above base manpower is set for each provence just as base tax is. This number is then modified if the provence is not a core provence and possibley by culture and religion not being the same.
