I noticed timber and iron RGOs tend to fluctuate wildly between 0-20% unemployment at various stages of the game with no rhyme or reason. When trying to fill my colonies as Sweden for example, at certain times several swedish iron/lumber RGOs will have 20%+ unemployment, then go back down to 0%, then go back up again. Eventually they settle in to 10-15% unemployment later on in the game. All RGOs are NOT at maximum capacity at any point and have plenty of room for more workers at all stages of the game.

I can't answer your question, but have been baffled by the same tendency. I also frequently experience that when RGO production is swapped, it doesn't rehire anyone at all, which is weird and counter-productive. The solution, in my experience, is to save and reload, at which point the RGOs will get staffed as you would normally expect.
I did a quick search, and all I could find was the iteration of the same problem, not any reason for it.

So yeah, no idea why, but save-reload will mostly solve it.

It often happens due to massive port/railroad building when corresponding technologies are getting discovered by large nations, causing periods of peak demand on those resources
