So first, i apoligize if there is another thread that answers that exact question, but i wanted an up-to-date one and i could only find old threads.

Now the question is as the title says. How the fk does the game decide what province is overseas and what isnt? Im playing as Aragon and i have conquered the whole southern part of Spain. I also started to expand no North Africa (Algier and parts of Tunis). And ALL of the provinces there are considered NOT oversea except for two, Tunis and Bizerte. I'll add a screenshot or two because im currently using the extended vanilla experience.

Bizerte (overseas):

View attachment 119606

Annaba (right next to it, no overseas):

View attachment 119607

Region mapmode (that tells me both is Africa):

View attachment 119608

So yeah, they even have the same smaller Region and also the same trade post and everything. I really dont know whats going on there. Is it because its too far away from my capital? (which is Valencia)

Any help would be much appreciated.

Provinces are NOT overseas if any:
1) They are on the same continent as Your capital
2) You have land connection to Your capital (straits count as land connection)
3) are within certain distance from Your capital (don't know how big, though).

Basically, continent. But if you need full control over more than an continent in the old world, you should get a way of having your capital in Constantinople.
If you get there, any province directly connected to it by land will not be overseas (africa, arabia, asia) AND any province in europe too.
For instance: if Russia has its capital in Moskva, you can make any asiatic province of them become overseas by cutting land access between their Siberian provinces and the European ones, or you can cut Ottomans manpower by cutting their access to Egyptian provinces they could have: just cut em in Levant, and their provinces in Africa will be considered colonies (that works for both overseas and to get colonialism CB)...
An example: if you are Spain, Northern Africa will be overseas, but if you get Constantinople and connect it to these lands (directly, by land adjacency, without any vassals or nothing like it in the middle) they will be normal provinces (full cost, mercenaries, normal autonomy, etc), and independently of that your Iberian (or any other european province with access to the sea) will also NOT be overseas.
Getting Byzantium is not easy, but it's the city of the world's desires for a reason: it is the connection between all continents, you can even have India as not-overseas if you connect it directly to bizantium/constantinople.

This does not answers your doubts but can help you getting these hardly cored African provinces to you, directly.
This Anaba situation you did show... I can't understand too: it should be overseas as your capital is in Europe.

This distance from capital is fairly small, so you won't have many non-overseas provinces on other continents no matter where you put your capital.

If you can't get Byzantium, you could always hit an easier Anatolian province. Presumably one with lower BT so easier to core quickly.

Well thanks for the quick responses so far.

Sadly it still doesnt explain what is going on. The thing that if the province is not too far away from my capital it wont be overseas would be the explanation that makes the most sense so far and i thought about that too. But isnt it clearly stated anywhere how that stuff works? I mean numbers.

And i dont want to cheese the game. I am always kind of roleplaying. I find pointless world domination playthroughs... well pointless. I set myself a goal and a playstyle every new game. And occupying Constantinople isnt one of them. :)

No numbers are known. But it's small number.

The value surely is listed somewhere, but the distance is not readily given anywhere ingame (colonial range is not working out there, visible, if you compare Aragon and Castile - Toledo is further away from most African provinces than Barcelona from Bizerte, but has more non-overseas provinces)

Draw a circle around your capital that includes the non-overseas provinces but no overseas provinces. That's your capital range. Meanwhile everything else in Europe, doesn't matter where on the map, is also non-overseas, because your capital is in Europe.

So i moved my capital to Sardinia to test the whole distance thing and it definetely is that. Tunisia was at 0% autonomy and Marocco and the western parts of Algier were overseas.

Seems pretty arbitirary to me, i dont like it. But whatever. Thanks for the help guys. Now i have to decide what to do with those rather useless provinces. :)

straits are bugged in this patch
for example in my ethiopia game constantinople was overseas while athens were not
i was like what the hell
so i had to go around the crimea and lithuania with poland to lose that overseas penalty

This distance from capital is fairly small, so you won't have many non-overseas provinces on other continents no matter where you put your capital.
When my capital is at Byzantium I have all of Europe, up to china to the orient and up to ceuta in northern africa and sierra leone in west africa plus all of arabia as non-overseas.
As mentioned, any sea province in Anatolia can do the job.
As long as everything is land-connected, of course. I don't know what changed since 1.7 on this matter, I only played 2 games with the capital there since then, and both got corrupted before I could go so far...

Not much, but they added another strait between Edirne and Turkey (don't remember the province name)
