I probly wont really bother to play japan much since they only become a real power late in the time frame, and historically played a minor part in WW1.
I'm sure that in SP there will be atleast one nation that is the Vicky version of EU's France or Spain. but, i will still give these nations a shot or two early on when i'm still new to the game.
in MP all nations will be great to play because its always the most fun when a bunch of super nations get together to slug it out.

I think Japan is going top be one of the more interesting nations to play, because when I'm running the empire of the rising sun we definitely won't wait until Perry's ships force us to open up, we'll start the modernizarion right away in 1835. By the time Perry shows up we'll have our own fleet to greet him

I have a feeling it will be very difficult to do this otherwise paradox would of done a poor job modeling the struggles nations had with modernizing while keeping the country intact (something i think they will have handled very well). If you think about it, just about every nation had its issues with stability when attempting to industrialize (britian with colonial wars, french revolution, american civil war, russian revolution, OE falling apart, chinese internal wars, austrian instability) . Germany and Italy were really the only nations to peacefully change from one form of government to another, which is the first step of modernization.
I think I will see Victoria's system before I single out certain nations as not being fun.
?? Prussia fought 2 wars to unify Germany...
The Piedomntese fought Austria twice, Galibardi fought the Sicilians...
How was that peacefull ?
I will probably play western nations and Japan. Though I dont think I will be touching any small Italian or German minors except to annex them as Piedmont or Prussia. I disagree that the big powers will be boring. For example:

1. Break the conservative Holy Alliance
2. Industrialize its backwards economy
3. End its diplomatic isolation
4. Weather the always divisive and often dangerous French domestic political scene (circle 1848 on your calendar)
5. Conquer the historic French colonial Empire (except get Egypt this time)
6. Maintain power on the continent by stoping German unification and maybe Italian unification
7. Most importantly: Annex Belgium

i'm gunna play GB and Russia only in WWI scenerio but otherwise i will steer clear and play as other smaller nations.
I would probably try just about everyone except maybe the Zulu, Tibet, or other such countries.

Reluctantly I admit that I'll probably use Britain as a cutting of the teeth nation (like France in EU1 & 2)
