Hello everyone.

I'm trying to min-max my job priority (and soft manager my xenos); however, I do not understand why it is the case that it prefers these xenos over my base species for these artificer jobs.

I looked into the 02_specialist_job defines and found these lines, and this only confuses me more:
weight = {
weight = @specialist_job_weight
mult = value:job_weights_multiple_resources_modifier|JOB|artificer|RESOURCE1|consumer_goods|WEIGHT1|0.8|RESOURCE2|engineering_research|WEIGHT2|0.2|
mult = value:scripted_modifier_job_weight_mult|MODIFIER|pop_job_trade_mult|
modifier = {
factor = 2
is_enslaved = yes
can_take_servant_job = no
}
modifier = {
factor = 5
has_job = artificer
}

It seems to be the case that the game is weighing the pop job priority by first calculating the potential job production ratio, into a score.
So, using my pops (in screenshots)
Xeno: 5.8*0.8 (consumer goods output)+1.7*0.2 (Engineering research output) = 4.98
Base:
10*0.8 (consumer goods output)+2.4*0.2 (Engineering research output) = 8.48

...then it adds any modifiers, which don't apply for non-slave pops and for filling unemployed pops.

The only thinking I can come up with is that the xenos are the least productive unemployed pops.
Xeno (no job): 0 production (chemical bliss)
Base (no job): 2.6x3 research + 1 unit (utopian abundance)

Is this right?

It is weird that the game would prioritize an unproductive Chemical Bliss pop for anything that produces resources.

Could it be something as silly as alphabetical order? If you genemod one species to be on the other side of the other (alphabetically) does that change the job selection?

I don't know. For reference, then Xeno pop did not have citizen rights, while the Base pop did. Only some jobs for Xenos actually have a 0.2 modified (less likely) to be picked over a Base species pop. If I'm understanding that properly- but not making consumer goods and alloys.

Unfortunately, I cannot genemod (yet) in this current playthrough since I am doing psi-ascension and am only ~60 years in. However, I was able to force those Xenos into an unnecessary enforcer job, after giving them full citizen rights, and then making them unemployed again. However, this fix isn't very satisfying and it breaks my RP scenario.

Still... curious why this is the case, since it seems to be caused by the interaction between Chemical Bliss Xenos (with Residency) and Utopian Abundance Base-species (full citizen) pops. Has anyone else seen this... or is this a niche case?

I don't use Residence much -- usually everyone gets either Slavery or Full Citizen (or Undesirable) -- so I can't say that I've seen that issue.

Regarding Enforcer, IIRC the pop needs to have the right to make armies ("Full Military Service" or "Soldiers Only"), which is usually independent of being a full citizen. (If you have Citizen Service, then it's not independent.)

Ironically, even though my base-species is weak, since enforcer has that 0.2 modifier for full-citizens, then xenos will only take that job if full citizens.
Yet, artisans and metallurgists do not have this modifier, but still prefer these xenos.

Weird?
