Im in a deadlocked struggle with the Soviet Union as Germany the front hasnt moved an inch away from the polish border and the russian advances only come from Romania in the south. Ive been able to keep the front pretty stable but I know i wont be able to take the force of a full Soviet assault. So how do I get the bitter peace event?

You need every VP city behind the line Archangelsk-Moscow-Stalingrad-Astrachan. I am not sure, but you might need Magnitogorsk too.

After that you sit back and pray; IIRC there is only 5% chance that the event triggers.

EDIT: You have a long way to go if you are still stuck at the polish border, obviously. Two things: Panzers and Tactical Bombers; let the Russians make a breakthrough in a province, surround them and annihilate them; repeat until you have the initiative. You might need a couple of Fighters too, to clear the sky from Russian Air units.

For the Bitter Peace event to fire you need to control Leningrad, Stalingrad, Baku, Moscow, Paris and either Magnitogorsk or, if Japan is a member of the Axis, the Soviets must not control Vladivostok. So it would seem that you have a hard time ahead of you.

Or...(speaking in a hushed voice)... you can cheat. Press F12 and then type "event" and event number for bitter peace located in the Germany event file...its slipped my mind at the moment. Of course I don't encourage such tactics, but everyone needs a break here and there! ;)

Bah I just had the Bitter Peace happen to me. I'm playing Japan and between Germany and I we had all but one VP in USSR and were closing on it fast--Annexation was so close I could taste it. Now Bitter Peace comes and all those hard won provences go back to USSR, my troops are trapped in the middle of Red Siberia with no supplies, and USSR is STILL at war with Mongolia and Siam, puppets I made before I joined the Axis. Mongolia and Siam are still part of the Axis but it's not causing the rest of the Axis to be at war with USSR.

Screwed up huh?

I haven't had the game all that long but Japan is very fun to play. The trick to success there I've found is to decline to join the axis until you've knocked out China and helped Germany bring the Soviets to their knees. Once I was sure I had all the troops I needed in Siberia to do the job and the new troops were going to Siam (I didn't lean on them...just took 2 of the three VPs and puppetted them so their troops would stay on the map and serve me) and Indochine (got that from Vichy--very nice gift) I went ahead and joined the Axis and started knocking on the UK's back door there.

What I'm doing now is loading an old autosave and see if I can avoid the Bitter Peace entirely. I didn't get any option to accept or anything (perhaps Germany got that?).

Ah well here's the result. After loading the autosave and taking control of Germany's military so they'd take the last VP province in a timely manner (it was Semipalatinsk, out in the middle of nowhere infrastructurally-speaking), Germany annexed USSR. It took us til 1944 but all that gray and yellow touching each other just warms my heart :).

Now to redeploy and move to the Allies.

I will not 100% guarantee this but I have found that if I am using the Ribbentrop plan of liberating the Soviet minorities (CORE 83) and I have liberated Azerbaijan (which controls Baku) it will not count as Germany controlling that province. Hence no event.
This problem seemed to be solved when I took military control over Azerbaijan. I had been waiting something ridiculous like 20 game months before figuring this out. The event fired immediately on reload once I had done it.

I also will say that the "liberation" plan is really worth doing and far superior in my mind to going for the bitter peace. When you finally beat USSR you end up getting all the ex-soviet states as puppets. The oil you get off puppet-Azerbaijan alone as a result of this goes far to solve all of Germany's chronic resource problems.
