I am a huge fan of this idea ... or some effort at regionalizing for realism and gameplay balancing. As a graduated History major (in two months) and a 460+ hour veteran of CK2, I vote "yea."
And constraining, e. g., Holy Wars to said regions (or dukedoms neighbouring them) would be a big +!

I feel like there is already some limitation, like I click on a character's marriage button and get one list, but then I can search the entire game's characters for an unwed person and get a much more extensive list. Haven't figured out what the parameters are, but if they made it like your idea 1) I'd know why and 2) it would make sense to me.
I still don't see any proof for the "realism" claim the people in favor of this idea make. Medieval holdings were fragmented, and big distances were travelled. The first thing I thought of when reading the thread's first post was Bavaria-Straubing: Just look at Bavaria-Straubing in 1353 (the German name Straubing-Holland immediately gives you the right idea.).
