What causes Tibet to turn Fascist and become puppeted by Manchukuo on historical?

The Tibetan Empire rising causing issues with historical based play through. How does it end up in the Eastern Co-Prosperity Sphere as a Imperial Protectorate (Puppet) of Manchukuo.

A manchu focus
Indeed! Specifically 'Integrate Tibet' from the Shared Chinese Focus Tree. Historically happened in 1951, but the focus is happening ~10 years earlier due to no specific checks and a shorter route for Manchukuo to get to the 'One China Policy' branch.

I feel a mod fix coming on.

Any suggestions on improving the logic checks?

When the Chinese faction loses, it is natural that Tibet will be taken peacefully. The Mongols and Qing did it hundreds of years apart. How does historical Manchukou meet the requirements of One China Policy?

1. Invite Foreign Investors
2. Collaborate with the Japanese
3. Investment in Shipbuilding
4. Order Destroyers
5. Modern Submarines
6. Coastal Patrol Planes
7. Naval Aviation
8. Renegotiate the Unequal Treaties < bypassed as does not have ‘Nine Powers Treaty’ national spirit
9. One China Policy
10. Integrate Tibet

Historical AI won’t do this, but the path is still relatively short and will occur before Communist and Nationalist China.

Bug raised


Having investigated further the AI will not take this focus unless is has 50 factories. However the bypass checks mean that Manchukuo will bypass this focus due to being at war with the Chinese Factions. This isn't bad in itself, but then it allows the Manchurian AI to 'Integrate Tibet' in 1941 on a historical AI game.

I still think Tibet should have a chance to join the United Chinese Front, not as high a chance as Yunnan or Shaanxi but like they should join at least sometimes. Maybe that would help sell the game in China, marketing Tibet as a warlord like faction, albeit with a peaceful monastic order, which I assume is the Tibeatean government when they aren't making an empire cutting through Uighurstan.

Anyway Tibet being in the United Front would stop Tibet from joining the Japanese faction. but if Japan wins I don't see an independent and free Tibet. Either Japan would make them join the Sphere or Britain would to shore up INdia's defense.

"Integrate Tibet" shouldn't be available to puppets in my opinion. They aren't allowed to declare war if Tibet refuses, so them being allowed to roll the dice and get a puppet while being a puppet feels unfitting.

The same can be said about all the focuses that come after "Renegotiate the Unequal Treaties". It's an aggressive foreign policy branch, not something a puppet state would ever do realistically. But only "Dominate Japan" is locked if you're specifically a puppet of Japan.

Well the game is banned in China. Like the warlords, Tibet was controlled by remnants of Qing governance. They traded recognition of independence with Mongolia. In contrast to Mongolia being fully controlled by Stalin who extended his purges there, British influence in Tibet was much weaker. The major consequence is the loss of South Tibet. Tibet was very much like other warlords, Jiang and neighboring warlords tried in vain to control and invade it. Fighting between Lhasa and neighbors went back and forth, mostly to their east and south.

I think One China Policy shouldn't be an option for puppets. Then they would not be able to interfere in politics.
