What causes the AI to build units it's not told to?

By that I mean I have seen the AI been told to build 100% infantry and nothing else, yet it builds HQs.

That is some sort of panic mechanism. When it considers its army way too small building priorities are ignored to some degree until army is consider no longer way too small.

Ah ok, yeah it seems those AI's just build 1HQ then go on to build infantry. I guess it's hardcoded then.

If this has been always that way, i wouldn't complain. Some rational diversity is welcome, but when i see AI, maybe not totally, but seriously ignoring designed schemes, i have nothing more to say, than just ask - WHY ?

The problem occurs with correct build shemes. One way to make AI go crazy is to start 1936 GC with germany, disband all army, save and load as a different countriy. Play that country a while, save and reload as germany. You will see that AI has added infantry while infantry = 0 is the entry in the building scheme.
The militia desperation is a diffrent thing.

AFAIR panic AI is building militia hordes , maybe some cav/inf, but not HQ. If the AI is building strange things please make sure the division build sheme is exactly at 100% and the land brigades not above 100%
Okey dokes, should've said earlier: I witnessed this in a mod. But the modder said he had made AI specific events for several countries to build HQs, while keeping the build scheme at infantry = 100, so it was WAD.

I have witnessed something like that too, but...
the problem you describe only happened when the Ai continued to play a country that you played as human player before (which seems to be the case according to your description, too). It is somewhat a "transitional bug", after building some stuff that has no relation to any AI file, neither normal, panic or switch files, it will turn back to normal production after some time. If anyone can find a solution to this it would be great.

I'd love it if the daft AI could actually be forced to place units in specific unit combinations - with the correct leader for that particular group's type..
eg... 3x inf (with a mix of brigades) and a suitable commander.
3x Mtn with mixed bridgades and a Commando leader.
Mixtures of Arm/Mot/Mech with Panzer leader etc etc..

At present, it's not great..
