What causes high consumer good needs?

Hi guys. Playing a good campaign, but I am finding my consumer goods are around 48 as soon as I am not at war. Of course they drop when I am. Is this just the natural consequence of being at peace or is there some way to reduce the need of consumer goods, besides being at war? Trying to build up my military for the next big conflict but 60% of my IC goes to consumer goods.

When at war CG needs are halved.

CG needs are also modified by policy sliders and ministers.
