I am playing the Sunni Caliph in my current game. If you play the Sunni Caliph, you also start off as an Emir (Duke-level noble) of Baghdad.

Because it amuses me tremendously to do so, I immediately started marrying my dynasty members and courtiers off to people of Norwegian ancestry. The Emir of Baghdad starts off with no wives and only one adult child. So after I snagged three Norwegian wives on September 15, 1066, before I even unpaused the game, I made sure they raised all of our children.

Now, after 200 years of game time, the King of Mesopotamia, Grand Imam of all of Sunni Islam, is Norwegian. As is every member of his dynasty.

But when I look at the Culture map overlay, only one of my provinces has flipped to being fully Norwegian. There's the dashed blue lines showing that the country is officially Norwegian, overlaid on the actual culture of the country (which varies between Egyptian, Bedouin, and Levantine).

Meanwhile, the Levant, which has been under HRE control for less time, is almost fully German.

Is there anything I can do to flip these cultures more quickly?

If I recall correctly, there is an event that speeds up culture-flip on wrong-religion provinces. This would happen to you if you converted, but that's probably not an option if you're playing a Caliph.

I have toyed with the idea of seeing if I can turn the Caliphate Catholic by having all my heirs raised by Catholic Norwegian nannies, but so far haven't put it into practice yet.

The event to bring in settlers only fires if a culture conquers an area.

Every titles has a culture attached to it. Your title is some form of arabic. When you forcibly conquer a title, it gets a new "conquest culture" of whoever took it. So England is a Saxon title. The Normans invade. Now England is a Norman title. They start importing Normans.

This doesn't happen if you just educate an heir of a new culture. If a Castillian inherits the Kingdom of France, France doesn't start to culture flip because France is still a Frankish country. But if France is conquered by a Castillian, then it does because France becomes de facto Castillian.

The reason the HRE counties are converting is because a German conquered them so they're importing Germans there with the settler event. You'll never get that event because your land is still Arabic, just ruled over by a foriegner. I suspect the one county that did flip was something you conquered outside your kingdom so it got the conquest culture of Norweigian. Which is good, because now it can spread back to the rest of your land.

I also suspect, that provinces the AI owns turn much faster then your own. At least my vassals always seem to get these events faster than I do. It seems to be the same with religious conversion.

The events are in culture_conversion_events.txt. It sounds like the settlers event fired once, and that means there’s now a province that will spread your new culture to its neighbors. What will speed that up are: high stewardship (above 12), leaders of your conquest culture, and being a Mongol before 1350.

Having lords changing their culture to yours, their liege, will speed up the conversion process. Otherwise it won't change (the owner of a county has the most influence on this process). In CK2 there is a very nicely implemented resistance to cultural and/or religious conversion to ones that aren't compatible (as in OP's case). The key is to hold new regions gained under your direct control for a while until and slowly build an aristocracy of your own religion/culture. After your vassals convert or you have replaced them, only then you should hand away the regions.

Of course, if you micro-manage the holdings in vassal regions (help them build holdings, create a vassal in that holding - by default he will be of your culture/religion and not that of the county/duchy, if they differ from yours). This improves even more the speed of conversion.

One more thing, as a muslim is far better to let people of other faiths stay that way (especially in wealthy demesnes). You get a bonus of 25% in taxes. It is possible that the AI uses this extensively in its gameplay, but I have to say that in my game as Saladin Ayyubid, the sultan of Egypt, after 10 years of converting population in a single region neighbouring sunni regions, it is still miaphysite and I have no idea when it will change (every ruler in that region is sunni, including the temple and my vassal keeps he's religous head on conversion in that region and so am I). Its probably something they did to balance the game since everybody was complaining about the Fatimids being too strong (ruled Egypt before Saladin).
