I was playing as Bohemia and the only way I could get any claims was using my council and that took ages so what other ways are there?

Against christian countries it's pretty hard.
There are some good ways for claims
- fabricate claims does only well with a high diplo chancellor... so let your daughters marry the best one!
- ducal claims: you are the duke and you can get all of the "de jure" duchy... the land is not "yours" after the war, but you are the liege
- excom claims: easy way to get some prestige (100) and weaken your opponents (-200 prestige).
- fighting against the heathens: this is the best... after you have won the war you get all of the county (cities, churches, baronies).
You also can get for 500 piety a papal approval for an invasion.
But for the beginning it's very hard to expand. More time for some marriages!
btw: dont forget to offer vassalage. sometimes they agree!

You can either, as you tried, use your councillor to forge a claim, or you can try to find someone who has a claim to the title of an area, invite them to your court and then press their claim - after this, if you are higher ranked than their claim, they should become your vassal, holding that land for you.
You can marry an heir/heiress and press their claim similarly to above, with the advantage that for some of the succession types the title will pass to your children.

The manual Paradox just released said you can "Claim Titles" which costs prestige. I'm correct in thinking this is not in the final game, right?
Fabricated claims cost a certain amount of prestige. Claims associated with characters, such as ducal claims, don't.
Most provinces will generally have some claim on them after the original ruler of area at the start of the game has died off. I think all of these claims are for other people though, but will become your vassal after the claim has been enforced (most of the time).
I think they always become your vassal if you press their claim, because you can only press their claim if they first join your court, which is a sort of unlanded vassal.
I think if you are a count and press the ducal claim for someone in your court he will not become your vassal.
