Do they trust you?

(In the diplomacy window, when you click on that nation?..where it says "they are our Vassal, they trust us to uphold our bargains etc.")

Maybe he has no Royal Marriages? -they give a nice bonus to legitimacy..

True, but he is indicating a loss of legitimacy, not a failure to gain. Being at war with an occupied horde in itself would not cause any loss of legitimacy.

Also, in general nations will not ally with their rivals and will often break alliances when a nation becomes a rival. This, more than any anti-player bias, is why you can't get/keep alliances with the more powerful nations later in the game-they view you as a rival.
