Here are 2 of my biggest:
- The AI's HUGE ego in peace negotiation, such as: spamming me with white peace offers when I am winning considerably, not accepting even the most generous of peace offers (occasionally even white peace), again when I am winning considerably.

- When an army whom I significantly outnumber is able to retreat exactly ONE DAY after I try to attack them (it happens ALL THE TIME!!!.)

And a slightly smaller one:

- When I've kicked someone's butt, but can't annex them since they have some tiny holding somewhere that I can't find.

What are some of yours?

AI not agreeing on good peace offer when i am losing, only to lose a war with me, after i manage to break their power, or to sign white peace because third country attacked them... huh i lost only a few war with AI... i think maybe 1% times i lost, and 99% won... mostly because AI are not considering that sometimes it is good to snap 1 province from a player when it is possible, than possibly just lose...

Cascading alliances. The fact that any opm declaring war on another opm has the potential to drag half of Europe into a war is ridiculous. Just the other day I had one where I declared war on x, who was allied with y, who was allied with z, who was allied with Austria. I died. Where the hell does it end?

Hordes. I hate hordes. They have made some countries basically unplayable (Georgia and Delhi come to mind). Even if you can kill them and occupy every damn province, you have to colonize them, while having to deal with revolts and all of the other bad stuff associated with staying in a war for 50 years while you colonize the GH. This also puts an unnecessary cost in gold and colonists to colonize them. I should have to feel that to play Russia I should turn colonists to free and 400 size just so I kill the GH quicker. It also makes Russia's free cores useless.. The automatic war if your borders touch, the penalty on provinces bordering them.

Defender of the Faith. (Or rather how the AI uses it). Defender of the Faith makes it so Castille (usually) will get involved in Turkey or Russia and will end up taking provinces for hug amounts of infamy, and ruin their economy as they end up getting these random enclaves around the map that they then have to protect (which I think most players would not do). So you end up getting Castille involved in wars all of the place, then you could this with cascading alliances, you makes Orthodox and Muslim nations have a much harder job than they should.

Tech groups. I understand that non European countries had to modernize, but the difference are to much in many cases. You combine that with the inability of the ai, and you end up getting Poland, being helplessly far behind their German neighbors for basically no reason. Then because the Latin tech group starts with OPMs that are protected by the HRE and France, they end up getting the neighbor bonus, as the opms tech so fast. While the other tech groups, their small countries will die. The ai is also completely unable to westernize, I don't think I have ever seen them do it. The way the tech groups are set up, also keep Muslim nations, and the Ottomans in particular way to far behind, and much weaker than they should be historically. Come 1600, any latin group country with more than 1 province can basically go to war with any muslim ai nation and win.

Hordes. Hordes Hordes Hordes Hordes. Just about everything about them is done poorly. It's insanely difficult to kill them, and you can NEVER keep them subdued. And GH and Tims aren't the only problems. I would think the Nogai hordes would get tired of attacking the Russian Empire every 5 years on the dot just to get beaten down into a concede defeat once again.

7. North American nations and their ****ing rebels, why the hell is it so hard to put down an rebellion as the Aztecs?! I refuse to play an NA nation just because it's simply to frustrating to play even at optimal conditions.

8. Cannot force convert vassals

I've noticed the AI actually does this on purpose half the time. But I've found a way to counter this.

Have your army move towards the cowardly AI position with no general, and wait until the day the AI begins to flee. Then place a general with high maneuver in your army, and 90% of the time your army will catch up. Hope that helps!

As for my peeves (other than that cheap AI tactic), I also dislike the dis-proportioned tech and overpowered early hordes, but I also hate England/Great Britain's habit of take little chunks of land everywhere. Can't they at least stay in one or two places, or maybe colonize America before Portugal & Spain eat all the decent land?

Like every player here mention hordes XD... thats mean something... This just mean, that surely, if there will be eu4, marketing guys will say no for hordes, and i think paradox devs possibly to. We already say no, whatever... XD

The AI is so biased against the player. This is most noticeable when it comes to peace deals. I see the AI fight all the time and instead of annexing or whatever only 25 ducats change hands. Then when I am beating the AI he demands a few provinces for me. By the time he is willing to agree to a white peace he is half dead. So at that point I might as well completely destroy that country so that it is never a threat to me again. The result is that almost every war between human and AI is a fight to the death. This anti-player bias also means that it is hard to get decent alliances.

Japan. In my game as England I decided to conquer China. I noticed that most of it was occupied by the Japanese daimyos but for some reason they never made peace. I waited for a long, long time. Ming was effectively conquered but Japan wouldn't give them peace. So I had to declare war on Japan in order to conquer China. Now when I play I simply avoid Asia. I don't know what Paradox was thinking when they released such a buggy mess. It really is a black mark on their name and it is hurting their future sales. I have decided that I won't buy their games until they are five years old. That way you only pay what the game is worth.

Hordes seem fine to me. If you don't want to colonize just go for the white peace.

I agree with numbers 6 and 7, mostly. With 7, although I play EU3 Complete, it was very difficult whenever I started a Native American campaign, due to their large rebellions that happen so frequently. 6 is just annoying, but I can see how a large, rich and powerful country wouldn't care so much about a little one.

Another one: when you've joined your ally in a war, and right when they would actually accept something other than white peace, the war leader negotiates some lame peace (like concession of defeat or something ridiculous like that.)

The AI isn't biased against the player but rather countries with high infamy. Try and play a game with little to no infamy, and the AI will constantly bug you with alliance offers, royal marriages, and what have you.

Anyway, I really, really hate when the AI refuses white peace for no good reason, especially when I'm a European country at war by alliance with Sokoto or Delhi or somebody that I have no chance of actually meeting in the next hundred years.

I was just playing as England, and was at war with Papal States (war leader) and Austria. Austria had been pretty much destroyed by my ally, Bohemia. But yet they offered me a peace offer (note that I am the war leader). They offered to pay me 23 ducats for peace. Exhibit A of the HUGE ego of the AI. I hope they fix this soon.
EDIT: Now they are down to two provinces, Trent and Sundgau (I forgot to mention Milan is also attacking them), and now they just offered 20 ducats.
EDIT: Now they are just down to Sundgau, and they offer me 17:angry: .
EDIT: I accidentally accepted the 17 ducat offer, and I had to go back a year, since that was the last time I'd saved. I hate my life.
