In terms of filler ideas, twice the PP from insults doesn’t sound half bad. There are plenty of times when I would have loved to have an extra 5-15 PP and that could directly translate into a decent amount of MP over the course of a game.
I guess I'll speak for myself in saying that insulting rivals is something I almost never remember is even a thing in the game. It's just more "button bloat" as far as I am concerned. I don't have the patience to keep track of the timers on insults and I prefer to get my Power Projection through simply being a great power, embargoes, privateering, etc - stuff I can just set and forget.

Gelre's NI are quite good. -15% diplo annex cost is much better than it might appear (due to -45% from an idea and policy), so it's effectively more like 27% discount. And it affects both cost and time. Together with an extra diplomat it becomes a solid diplo-annexing machine. If you can stack it with parliament issue it's even better.
I think especially if you compare it to its neighbors, Gelre comes off as pretty weak. I guess it's okay . . . *if* you want to always take Influence ideas and play a game focused on efficient diplo-vassalization. It certainly depends on what kind of game you want to play. If you want to play a tall game Gelre's ideas obviously won't be very useful. But for blobbing game they are quite good.

Venice as well, but theirs is closer to mediocre rather than absolute garbage tier.
The defense I will offer for Venice's NIs is that they give you exactly the ideas you need to attain permanent Galley supremacy in the Med - which is important since the Med is basically your highway. And once you obtain naval supremacy (killing fleets from Ottos, Mamluks, Genoa, etc), you can use your upgraded Navy Force Limits and Sailors to pump up your trade fleet without needing Maritime. That way you can use your selected Idea groups for other things.

Albania actually has bad national ideas. Plenty of ideas related to force limit, manpower, and flanking ability, but nothing that substantiality boosts army quality.

This goes to show how the middle east didn't get the attention it deserved in CoC.

In my most recent Venice game it was easy to keep Ottos in check. First war I roped in allies, took Constantinople myself, and vassalized Byzantines. In subsequent wars I took all of Greece for Byz. As usual, the first war is always the hardest war, especially when it comes to a navy. As long as you spam more galleys than Ottos for that first war and stick an admiral on it, you're in the clear from then on, especially when you take away big sections of their coastline

Navarra's even worse that way. 20% Light ship cost and 20% Naval force limit for traditions, while being a landlocked OPM.
As a tradition that is simply insulting.

As an ambition it would maybe be understandable - but it’s still *extremely* ambitious for a mountain-based OPM wedged between 3 great powers without much hope of acquiring coastline.

As I recall, pretty much every North American Native American nation has awful NIs. Even where the bonuses are to useful things, they get smaller bonuses than other countries with similar ideas because of reasons.

Arabia is pretty substandard for something you get after conquering such a huge area (and is insulting if you exchange Mamluk's great ideas for these):

Here are some others that are pretty lame overall - Gelre, Brittainy, Anhault, and last but not least Zaporozhie, which has one of the most laughable ideas I have seen - "100% power projection from insults":

The Arabian ideas are pretty good actually. Are they A tier? no, but I would not be mad having those bonuses.

I feel I have to point out Arabia doesn't give you new ideas upon formation, you keep whatever National Ideas you already had.
Not sure if it changed over the years (or if my memory just sucks), but playing as Mamluks I recall losing their ideas and government bonuses when forming Arabia. The only benefits were a bunch of claims on crappy land and an arguably better flag color.

I don’t know about ideas, but for quite a while there was a bug where Mameluks would lose their government on forming Arabia. I believe that was fixed at one point.

Arabia is one the most underwhelming formables in the game. No cool ideas, no fancy missions, no special government, no other form able becomes available, nothing but some permaclaims on land you probbaly conquered alread and the inability to form a better tag in the future.

I wonder what the worst single Idea in the game could be.

Cavalry flanking has to be up there.

Increased coring cost against is probably my choice. Even if you lose a war, does it benefit the player at all? It is just an annoyance to the player and I am glad the removed it from most of the world (I think just a few natives have it now).

I'm pretty sure the 1.3.1 patch will also ship with the ability to give custom nations Transport ship combat ability, which probably takes the cake for worst combat related idea.

(The Synthetics have +50% increased fire damage taken in their traditions, which is hands down the worst idea ingame, since it's the only one to give an actual debuff. But they're an easter egg so...)
