Genoa's ideas are pretty bad. With ideas like -10 percent shipbuilding time, and reduced cost to justify trade conflict.

Venice as well, but theirs is closer to mediocre rather than absolute garbage tier.

Any naval focussed idea sets are going to be bad. But at least Genoa has some half decent economic ideas. The 10% Trade Efficiency, -.5 interest, -10% stab cost, 10% trade power, 10% tax modifier, 25% naval force limit, and 20% naval maintenance are all mediocre ideas.

Definitely better than -1 unrest, 1 legitimacy, and 1 diplo rep, which are the only half decent Betsimisarakan ideas. Sailor maintenance and garrison size must be in competition for the worst ideas in the game, worse than shipbuilding time but not by much.

Oh, the diplo rep is the best of all the ones I listed, but on a whole the three “meh” Betsimikarakan ideas are far worse than all the “meh” Genoa ideas (an number of which also have a benefit of working well together).

To start with my comments are purely single player, but the AI almost always sieges with far more troops than it needs anyway. And getting my trade ships out faster has far more value value than that.

Arabia is pretty substandard for something you get after conquering such a huge area (and is insulting if you exchange Mamluk's great ideas for these):

In terms of filler ideas, twice the PP from insults doesn’t sound half bad. There are plenty of times when I would have loved to have an extra 5-15 PP and that could directly translate into a decent amount of MP over the course of a game.

I think the worst "relevant" national ideas is Korean. "Relevant" meaning not isolated in the middle of nowhere, does not form anything naturally to relieve it of bad NIs, is actually played in MP sessions, etc. Also I think I should mention that I'm looking with an MP lens, since imo, NIs are usually minor in Singleplayer and more quality of life than whether your nation can survive or not.

Korea has bad army, bad navy, and bad economy. The only notable ideas are the Construction Cost and the Production Efficiency. Basically everything else is either too isolated (ICA, Ship Dura), too small (Manpower, Tech), or too irrelevant (Tax, Stab, Domestic Trade Power) to really make any difference.

EDIT: What's with all the disagrees? I said "relevant" and defined what they are. There are obviously worse NI sets, like Generic, or the disgusting Betsimisaraka.

Funnily enough you actually CAN instant DOW Korea as Manchu and win pretty easily, even in a player war scenario. +25% Morale, Nomad tech, Steppe Horde, and good General destroy Korea even tanking -3 from crossing into their mountain fort. Although, that's off topic of the OP.

Conquering the entirety of Manchuria, Mongolia, Korea and forming Qing is possible by 1454 with a few truce breaks. Hordes are crazy OP in the player's hands, but people kept whining about 'ming 2 stronk' and 'ai dosnt form qing', so they nerfed the one challenging war you have to do as Manchu.

Gelre's NI are quite good. -15% diplo annex cost is much better than it might appear (due to -45% from an idea and policy), so it's effectively more like 27% discount. And it affects both cost and time. Together with an extra diplomat it becomes a solid diplo-annexing machine. If you can stack it with parliament issue it's even better.
