What are the Known Bugs in EU?

I have already encountered some bugs:

1. Tutorial - various bugs
2. Random Event - Other nations insult you but the relationship value actually increased instead
3. New monarch takes over nation - VP for the new monarch starts at negative value. Each succeeding monarch has even worse starting VP values.

Don't try to list them all it will take awhile. The ones you put are some of the more common one in a normal game.

IIRC, on reloading a savegame you don't get any more events until your monarch changes.
