What are the conditions to revoke a title in conclave?

I started a conclave game with a custom made King of Germany. He has the Ruler Title Revocation Sovereignty, but he cannot revoke any title because of lacking the following condition "Title Revocation Law enabled in Kingdom of Germany". Can anyone please explain to me how I can meet this condition?

It's a new realm law, you have to change it to Allow revocation.

Okay. But to what do I have to change it? Because he already has the Ruler Title Revocation Sovereignty Law. At least all Christian rulers start with the law. I used the console to check on the other rulers e.g Italy, France and Byzantine Empire and only the Byzantine Empire seems to be able to revoke titles (if he has enough prestige).

The vassal in question may be part of a different Kingdom or Empire, so you'll have to change those laws separately perhaps? I don't know if laws are different between kingdoms still.

In my case (King of Germany) I am trying to revoke the County of Nassau, The German Kingdom capital. Hopefully I get some more suggestions so I may decide to put it in the bug forum or not.

You need to change the realm law to allow revocations, not the council law. Don't think anyone starts with it by default.

What happens when you can't scroll down on the Realm Laws tab? I am so lost here.

Playing CK2+ with conclave active.

I have all of my sovereign's legal powers set to "max" where applicable. Council laws are all in my hands. I've seen a few of these threads already and everyone's solution was "scroll down under Realm Laws" but the issue I am running into is that I cannot scroll on that tab. I have absolutely no idea where to gain the ability to revoke vassal titles.

Any ideas?
