What are the 8 free cities of the HRE?

That information is surprisingly hard to find. I'm Emperor and one seems to have been taken and I don't know which.

If you go to the HRE tab, there is some sort of white don't-know-how-to-name-it around the shields of the Free Cities. I'll see if I can find a screenshot to show what I mean.

I know they have a special marker in the HRE interface. But 'Free City' status is lost as soon as it's not a one-province nation, ie. as soon as it gets conquered.

There is no way, AFAIK, to find out who *was* a Free City. Depending on who took it and how, you might have some specific Emperor interactions with who took it (return Imperial territory and the likes).

There is also no real restriction beyond beyond being a single province. The Emperor can give out the Free City status to whomever he chooses. So it's not like you need to liberate *that particular* Free City if you want more of them.

Ruler also can't be a militarist. Even then, the nation really needs to like you if he's a simple duchy. OPM republics always accept.

if you stack enough diplo rep you can give it to monarchy they just convert to free city government from then
and maybe also theocrasies if you really stack allot diplo rep and also have them threatened

That white-ish thing is called a flag. Or it might also be a pennant.

It's probably white to show that they're under the Emperor's peace but I might just be making things up.

They, like electors, change with time. The starting Free Cities are Aachen, Bremen, Hamburg, Frankfurt, Nuremburg, Ulm, Ravensburg, and Memmingen. Common replacements are Dithmarschen, Lucca (early game), and Friesland, as each of them is already a republic.
