I usually have tariff at 5% although I will drop it to 2-3% if I see people not getting their needs. I think I went negative tariff a long time ago just to see what it does. But that was decades ago or maybe in my Netherlands game.
Although it seems to happen to most of my factories (planes, cars, tanks, etc), it isn't a big problem. My factories are still profitable. Its just that I don't understand why my high demand products aren't purchased. I totally understand when my steamer convoy factories go in the red. I keep them open so I can always build ships but they aren't always profitable.
If anyone want to check it out here is a save. Just check production every now and then and you'll see something weird like a airplane factory not selling all its goods when demand is high.
