The value on the left is the new cost. The value on the right is the unmodified cost. So -50 (-100) means that it would normally cost 100 dollars but with that certain minister, it would now cost you 50 dollars.

That was obvious enough but what puzzles me is what is the difference between a minister with "Army intelligence" bonus and plain "Intelligence" bonus???

Not sure if this is correct but Army Intelligence should give you more information about ground units than you would normally receive. Intelligence bonus should improve your results in all areas where intelligence is a matter.

Yeah, pretty sure army intel raises your detection bonus of enemy units, while regular intel raises the accuracy on the intel page.

I can't believe it was so simple....

Don't feel bad. The more logical explanation would have been having the modifiers having a positive effect on negotiations. For example, greatly improving your chances for a suing for peace, or enabling a more favorable trade arrangement. I never understood the concept behind having the foreign minister serving as a "minister of the treasury"...lol

That's right. I wonder if anyone ever pays attention to these stats, except the pre-war years or playing as some regional powers e.g. Brazil and so facing financial difficulties, or beginning with non-interventionist policies etc.

I thought the two numbers were in relation to whether you were offering said action to a same government type or not. So for example if you were offering an alliance to a democracy and your government was a democracy, then you got a 100 dollar discount. If offering to any other government type, then just 50 dollars off the price of the action.

There are other minister traits that are doing just that, e.g. "Biased Intellectual".
