What are all the Building-Slots for?

With all the previews we saw in the last days, and waiting for the new expansion, i asked myself one question concerning the new Building System.
We see a grid of 4x4=16 possible unlockable Building Slots, yet there are only 11 possible unique Buildings to be built in a single province. How come?
Did you just leave space for future buildings, or are the other squares simply there for cosmetic purposes, so it is a nice grid?
Any answer from a knowing person in this matter would be greatly appreciated

good question. I hadn't even thought about it. but now I'd really like to know as well. I'm guessing you aren't allowed to build something twice?

Honestly it's just a bit of an oversight on our part. Maybe we'll add more buildings in the future.

You can mod in more slots via gui editing though.

I imagine modders will take advantage of this, especially the deep mods like VeF and M&T. It would be nice to see some uniques making their way back too.
