I can't find the link either, but I seem to remember Johan saying that the editor was already installed on every computer - notepad.
I can live with that, I haven't used the Doomsday Editor anyway.

True. It's easy as pie; actual scenario editors for Paradox-style games are absolutely pointless. I loved editing EU2 with notepad and totally bolloxing it up and having to re-install and do it all over again. You learn the hard way, and consequently, improve as you go on

There's nothing like opening notepad and thinking "right, the world in 1700..."

I hated working with the DD one/on Notepad, setting up a little battlescenario, then realizing I forgot to assign Munich to Germany or something stupid/simple like that.

There's nothing like opening notepad and thinking "right, the world in 1700..."

Except for the province.csv file. That's a very time consuming file to work on. With a map interface à la HoI1 it's much more practical.

Even if Paradox won't release one, it's probably relatively easy for someone make a scenario editor of his own - especially if the map format is easily moddable, because in that case it's probably also easily drawable by a scenario editor.

Considering that the game will not follow specific historic events for specific countries and the way the map looks, what about a... random map generator?
