So.

- resource income : the market would receive % of the host empire income , it could be simply a "simulated civilian economy that produce stuff in the background" or an actual decrease in the empire output balanced by politics . those politics would decide the % of resources + other empire effects those politics would have with factions happiness, empire ethics, low and medium strata happiness , tech , etc. with alternative like " state controlled market " having various malus and fees or " tollerated black market" increasing crime but offering various benefits .

the % may not be taken by the total amount produced , but a % of the net-income of the empire ( so without actualy taking away resources from the empire , to simulate a market that has "crisis" of resources if the empire is in negative of a resource for long time and buy it out of the market.

-stockpile : it is taken by the empire stockpiles, this too decided by politics , athat would give resources for the use of the stockpiles .crime on planets would increase the stockpile ,of the market , as clerks would do .

-gestals : could have the option to not have a market for resources benefits , but to abilitate form of "local selfsuficency" to have benefits ( like increased ameneties )and having a little market .


- the value of the resources on the market has a "base value" but the value is particolary decided by the quantity of actual resources in the stockpile . so, if your empire produce 1000 alloys but very few minerals, the value of minerals will be highter of the alloys if the stockpile is periodicaly decreased .

-the GC market : once this resolution is passed, all the empires member politics about stockpiles and resources income of the market will go to the same pool , the GC resolution may open new resolutions about the politics used \ breach of the galatic laws . since the GC will have a common pool, as " market resource crisis" will be a crisis of the entire GC and not limited to an empire .





the market exist to help in cases of "negative spirals" , but since the new events of the "crisis" that give you "free resources " with considerable malus , there could be similar events for the "market crisis" were the empire search\abuse the market to take resources from private sources , having another series of malus effects ( that should not decrease the empire economic capacity, otherwise the spiral will just keep going) .
