Right now, Westernizing freezes your country's technological development while you're doing it, and has no effect once you finish other then making further tech development cheaper. I'd like to suggest the following change:

1) Everything you reach a quarter milestone (25%, 50%, 75%) progress towards Westernizing the first time (if a nation fails Westernizing after hitting 25%, the next time they try to Westernize they don't get the 25% bonus).
2) Reaching a quarter milestone allows you to reform either your military, navy, or government (with AIs preferring to do things in that order). Each is only reformed once.
3) Reforming that part of your nation gives a few bonus technologies, and gives a reduction in tech cost in that category. The tech cost reduction depends on what tech group you're in. If Eastern, then there is no tech cost reduction, if you're in North American, then you're brought to only 20% increased tech costs in that category.
4) With each reform that your nation has passed, resistance to Westernization becomes stronger, but you never lose the partial progress towards Westernization if you do fail to finish.
5) When you complete Westernization, all of the reform modifiers are removed, the country's tech group changes to Western, and the country gains a few final free techs.
