westernization: # of tech level behind not calculating correctly

hi,

im playing as ottomans and want to westernize.
austria is at level 21 admin tech, i am at 12, a few months ago a popup showed that i could westernize but i was not yet ready.
now a few months after, it is no longer possible??
any thing i might be missing or is this a bug?
tried re-loading the file and also tried rebooting the game; doesnt work

What about diplomatic and military tech? If you are ahead of Austria in those I believe it counts against you. It's how many total techs you are behind, not just in one type of technology. In other words, add up the total tech levels of Austria and compare them to the sum of your tech.

ah that explains... i wanted to lower my stored monarch points so went up in military and diplo level, but that probably made the sum higher, so less than 8 behind austria´s sum.
