Westernization issue with Ming and forming China

Hi all,
This may have already been asked but I have had a look and cant seem to find any answers.
I am trying to form China as the Ming, but as soon as I westernize I get the event 'No More Celestial Empire' and my government type changes to a feudal monarchy and I loose my factions which means I cant form China. I can partially get around it by taking the decision to form China before finishing the event but this still doesn't seem like anything has happened as my nation is still called "ming". Am I going about this wrong in some way or is this a bug of some sort I have found?

the forming china decision is being removed in the next version as it never really did anything important.

Nope, that event is the same as the decision anyway. China isn't in the game, Manchu can form Qing but there's no 'China' for Ming or it's potential vassals.
